Community Engagement Refresher

Community Engagement Officers and Managers in the Community Development, Community Services, Planning and Development, Infrastructure and Strategic Planning areas.
Since 2008 training in community engagement has been delivered to council officers in South Australia through two one-day workshops based on the LGA Community Engagement Handbook” - (1) An Introduction to Community Engagement
and (2) Techniques for Participation in Community Engagement;
and through the IAP2 Foundations in Public Participation
five day program.
During this time, the practice of community has evolved and the capacity of staff to deliver effective community engagement has continued to develop to a standard that is recognised throughout South Australia, nationally and internationally. In addition, a Statues Amendment (Local Government Review) Bill 2020
(Amendment Bill) was introduced into Parliament on the 17th
June 2020. Council staff will need to understand how to adapt their current community engagement practices to meet any new requirements of reforms to Section 50 of the LG Act.
Over a period of time staff may find they are doing community engagement work that is recurring in nature and as a result their knowledge and skills need refreshing. This workshop is designed to provide council staff with opportunities to revisit aspects of community engagement they may have forgotten; or to revisit practices they want to develop further.
Along with the topics identified by staff, specific revision topics will include:
- Reviewing the use of the IAP2 Spectrum of Public Participation
- Development of a community engagement purpose statement
- Development of a community engagement plan
- Selection of techniques to achieve community engagement objectives; and
- Adapting community engagement practices to any new requirements of reforms to Section 50 of the LG Act.
Barbara Chappell is the author of the LGA Community Engagement Handbook and the City of Onkaparinga’s Community Engagement Handbook which won the IAP2 Core Values Award for Best Policy Framework 2007. She holds a Master of Conflict Management from the University of South Australia; and post graduate qualifications in Dialogue and Deliberation from the Fielding Graduate University in Santa Barbara USA.
Barbara is licensed to train the International Association for Public Participation (IAP2) Foundations Program and Strategies for Dealing with Opposition and Outrage Management courses. She has delivered the training across Australia, in Singapore, Jakarta, San Diego, Ottawa and Tel Aviv. She works with Councils and community groups throughout South Australia to raise awareness of community engagement practices.
Prior to attend this training, staff will be asked to respond to a short survey. The aim of the survey is to surface topics staff want to explore in the training.
