Overview

This Community Engagement for Elected Members session will provide an overview and introduction to the LGASA Community Engagement framework that support council’s effective engagement processes. The content has been influenced by the results of a project funded by the LGA Research and Development Scheme into how councils engage communities in Annual Business Planning and Budgets.

The delivery of the training includes the use of a case study and practical methods, examples, and shared learning experiences of community engagement to build understanding of effective engagement practices.

Through interactive activities elected members will enhance their authentic leadership skills and develop their ability to communicate and engage with greater influence; and discover how to use community input to inform decision making.

 

Facilitator

Barbara Chappell is the author of the LGA Community Engagement Handbook and the City of Onkaparinga’s Community Engagement Handbook which won the IAP2 Core Values Award for Best Policy Framework 2007. She holds a Master of Conflict Management. Barbara is licensed to train the International Association for Public Participation (IAP2) Foundations Program and Strategies for Dealing with Opposition and Outrage Management courses.  She has delivered the training across Australia, in Singapore, Jakarta, San Diego and Ottawa. She works with Councils and community groups throughout South Australia to raise awareness of community engagement practices.

Overview

This session is designed to provide a positive reboot to refreshing elected member’s understanding of meeting procedures.
 
Supported by the session facilitators, participants will explore with other elected members their experiences of council meetings, and reinforce how the statutory meeting can be best applied in practice.

  • Refresher on how the statutory procedures and legislative framework applies
  • Revisit when and how to declare conflicts of interest

This session is designed for those newly elected to council through supplementary elections or for elected members looking for a recap on their understanding of their financial governance responsibilities.
 
Supported by the session facilitator David Powell, participants will gain greater clarity on the key responsibilities for financial and asset management planning and in monitoring budgets.

This session is a snapshot of modules 1 & 2 of the Elected Member Mandatory Training.
 
Designed to provide a reboot for elected members in revisiting the key responsibilities under the Local Government Act 1999 (SA). Provides the opportunity for Elected Members to explore experiences of being within the role with others from across the state.
 
Supported by the session facilitators, participants will revisit the expectations of the role and reinforce the behaviours and actions that create greater community confidence in council.

  • Prescribed roles and responsibilities in practice (mayor, elected member, CEO and staff)
  • Clarify expectations in regard to the Code of Conduct

In a relaxed and safe setting, learn how to refine your public speaking and presentation techniques so that you become a strong and vibrant communicator, capable of delivering key messages in any forum.

Georgina McGuinness, Director – McGuinness Media
Georgina is an experienced media relations, external communications and stakeholder engagement executive, who has forged a career of more than 30 years in communications. For 25 years, Georgina presented Adelaide’s premier weekend news bulletin on Channel 9. Away from the news desk, she was also a senior journalist, sub-editor, producer, chief of staff and documentary presenter. Georgina has received awards for TV journalism and participated in a news presenter exchange with Adelaide’s sister city, Austin, Texas. More recently, Georgina has been a speech-writer to two State Opposition Leaders and Senior Communications Adviser, to then Leader of the Opposition (and current SA Premier) the Hon Steven Marshall MP.

This unique background across media and government has allowed her to establish a wealth of experience and expertise in communication, stakeholder engagement, key message development, publicity, branding and presentation.

In April 2014, she established McGuinness Media and in the seven years since, she has experienced strong and growing demand for her services assisting high level Australian and international clients across a range of industries.
